Horizons Regional Council’s 2027-37 Long-term Plan is the plan for council’s activities, including how we will ensure sustainable use of our region’s natural resources for the next ten years – and how we propose to rate for it.
The Long-term Plan process is a long journey, with many steps involved before we settle on the final plan. It is one we want you to be part of, as this plan is ultimately about ensuring your wants and needs for natural resource management across the region come to fruition.
Give feedback on our strategic framework
Every Long-term Plan has a strategic framework - the lens through which the plan is put together and future activities are decided. The framework includes a vision, strategic priorities and community outcomes. Each informs the other, making sure the Long-term Plan is cohesive and aligned to deliver what the community wants and needs from Horizons.
Council has come up with a draft strategic framework, which you can read by scrolling down this page. As it progresses the rest of the Long-term Plan, Council invites your feedback on this draft strategic framework because it will help shape decision-making through the Long-term Plan process.
